In general players should make upgrades to their most important items first. This usually refers to the most valuable-in-slot items for their class, followed by their secondaries, and finally other pieces of gear that they won't replace soon (for example, a ring or cloak). It is also important to consider your class's preferred stats when selecting the items to upgrade. If Haste and Crit are two of the most important stats to tank players, then they should upgrade their chest, helm, and shoulders.
